Recycling
Residents are required by State law and Township ordinance to recycle:

Recycling bins are available at the Township Admin. Building during
business hours - 8:30 a.m. to 4 p.m., Monday through Friday. Township
residents may obtain a bin at no charge.
All recyclables must be placed at the curb for pickup by your contracted
private trash hauler. Recyclables may be co-mingled in one recycling
bin.
Your trash hauler is required to provide you with a recycling pickup
schedule which must be a minimum of once per week, according to
Township ordinance. For questions or pickup dates, contact your
trash hauler.
If you live in an apartment building or your trash and recycling
is provided through a homeowners' association, contact your management
staff for recycling information.
The Upper Providence Township Recycling Regulations (Chapter 148
of the Upper Providence Township Code) requires separation for recycling
of certain materials from normal trash and garbage. The Township
is required to have a recycling program under the State Municipal
Waste Planning, Recycling and Waste Reduction Act (No. 101), which
was adopted in 1988.
All residents of Upper Providence Township are required to separate
recyclable materials from all municipal waste (trash & garbage)
generated at their properties. The Township's ordinance defines
recyclable materials as “aluminum cans, clear and colored glass
containers, tin, steel and bimetallic cans, clear and colored polyethylene
terephthalate (PET) plastic bottles, natural and pigmented high-density
polyethylene (HDPE) plastic bottles, and newsprint material”.
Residents must place the recyclable materials at the curb for pick-up
by their contracted private trash/recycling hauler. Recycling containers
for this purpose must be obtained (at no charge) at the Upper Providence
Township Admin. Office, 1286 Black Rock Road. All of the recyclable
materials listed above may be “commingled” in the recycling container.
Each private trash/recycling hauler is required to communicate to
their customers as to the schedule for pickup of the recyclable
materials.
Leaf/Yard Waste Pickup and Drop-off
In addition to the recyclable materials defined above, Residential
Waste and Recycling Haulers operating in the Township of Upper Providence
are also required to collect leaf waste twice per year.
“Leaf Waste” is defined as “leaves, garden residue, shrubbery, and
tree trimmings and similar materials”. Leaf Waste is not permitted
to be included in containers used for trash, garbage, or other “recyclable
materials”, as defined above.
The first pickup of each year is to be scheduled during spring, and
the second pickup will be scheduled in the fall. The specific dates
of collection are to be determined by the haulers and shall be communicated
to their customers. All haulers will be required to also provide a
complete schedule of pickups to the Township, which will be posted
on the Township's website.
All residents are required to place leaf waste in biodegradable leaf
bags available from area stores, such as Home Depot and Lowes. A limit
of 10 bags per property is established for each of the two pickups
by haulers. Haulers may reject Leaf Waste in plastic bags, or other
non-biodegradable containers, or any bag contaminated by non-Leaf
Waste.
In addition to the collection of Leaf Waste by haulers, Township residents
may drop-off Leaf Waste at the Township's Compost Site on Longford
Road. Dates and locations will be published on the Township website
(see below) and announced at public meetings. The dropped off Leaf
Waste must also be packaged in biodegradable leaf bags.
Multifamily Residences
Owners, landlords, or agents of owners or landlords of multifamily
residential housing properties with four or more units or the residents
of such multifamily residential properties acting by and through
a duly constituted homeowners association shall comply with their
responsibilities under the Township Code Chapter 148 by establishing
a collection system for recyclable materials at each property and
pickup by a contracted waste / recycling hauler. A collection system
must include suitable containers for collecting and sorting materials,
easily accessible locations for the containers and written instructions
to the occupants or residents concerning the use and availability
of the collection system. In addition, such owners, landlords, agents
and homeowners associations shall annually provide written documentation
and certification to the Upper Providence Township Recycling Administrator,
Hough Associates, of the total volume of materials and the types
of materials recycled. Owners, landlords, agents and homeowners
associations may comply with the reporting requirements hereunder
by requiring their contracted waste / recycling hauler to provide
the documentation and certification directly to the township's Recycling
Administrator.
Compost Facility

Bring leaves, grass clippings, ornamental shrubbery stumps, branches
up to 5 inches in diameter, and Christmas trees for compost. You do
not need to bag these items, but if you do, only biodegradable bags
may be left at the compost site. You may not leave items in plastic
bags.
Facility use is limited to residents, so please bring an ID. No building materials or railroad ties will be accepted.
Double shredded wood chip mulch is available. You must load yourself, so bring a shovel or pitch fork and containers to load. The township can not load. Open Wednesdays 1:00 PM till 7:00 PM, and Saturday from 8:00AM to 11:30AM.
Commercial, InstituionalL and Municipal
All commercial, institutional and municipal establishments within
Upper Providence Township shall separate high-grade office paper,
corrugated paper, and all recyclable materials defined above : “aluminum
cans, clear and colored glass containers, tin, steel and bimetallic
cans, clear and colored polyethylene terephthalate (PET) plastic
bottles, natural and pigmented high-density polyethylene (HDPE)
plastic bottles, and newsprint material generated at such establishments
and from community activities, store the materials until collection
by a contracted waste / recycling hauler and annually provide written
documentation and certification to Upper Providence Township's Recycling
Administrator, Hough Associates, of the total volume of materials
and the type of materials recycled. Such persons may comply with
the reporting requirements by requiring their contracted waste /
recycling hauler to provide the documentation and certification
directly to the township's Recycling Administrator:
