The Emergency Management Office is lead by Emergency Management Coordinator (EMC) Rich Ressel, who offers over 33 years of firefighting and emergency services experience. Appointed by the Governor of Pennsylvania, this position oversees operations of emergency response during locally-declared disaster emergencies. In addition to being certified through the Pennsylvania Emergency Management Agency (PEMA) as an Advanced Emergency Management Coordinator, EMC Ressel holds current Pro-board certification as a Firefighter and Hazardous Materials Technician as well as a Pennsylvania Department of Health certification as a Vehicle Rescue Technician and Emergency Medical Technician (EMT).

The position of EMC is required by law for all Pennsylvania municipalities and requires compliance with updated emergency operations plans. For Upper Providence Township, this plan shall specifically include emergency actions to be taken during an emergency at the Limerick Generating Station.

Responsibilities of this department include:
  • Continually evaluating the community for changing hazards as it develops.
  • Maintaining emergency operations plans that deal specifically with the communities, large commercial businesses, highway incidents, rail road incidents, flooding, underground pipelines, and weather emergencies.
  • Reviewing special event plans, issuing permits, and inspecting special events occurring throughout the township including the Greater Philadelphia Expo Center.
  • Conducting and coordinating large-scale drills and exercises designed to involve multi-agency cooperation.
The Office of Emergency Management maintains two ready trailers. Their trailers are equipped with pumps and generators as well as hazardous materials decontamination, atmospheric monitoring, and entry equipment.

Generators and pumps have proven valuable over the years during flood conditions caused by the Schuylkill River and the Perkiomen Creek. Additionally, given the chemical and pharmaceutical properties located in the township, hazardous materials equipment is available to support the on-staff Hazardous Materials technicians as well as the Montgomery County Hazardous Materials Team as needed.
