On December 2, 2024, the Upper Providence Township (UPT) Board of Supervisors (BOS) voted unanimously to adopt a 2025 operating and capital budget.  The combined $38,035,343 spending plan appropriates 61% or ~$23.24 million to operating expenses and 39% or ~$14.79 million in planned capital expenditures.  


 

 


Below is the 2025 expenditure summary for all the Township’s operating and capital funds:

The 2025 Budget includes a .25 mill levy increase, of which .15 will be devoted to emergency medical services (EMS); and .10 to police. The new EMS fee will provide all residents with automatic reciprocal memberships for all ambulance-related service calls.  Whereas in the past, a resident not having an EMS subscription would have received a substantial bill, depending on the services provided. Under this new program, residents will receive the benefits of in-network coverage.   

The police levy increase will provide additional sustained funding for hiring an additional detective for the Police Department (PD). UPT currently has three detectives, which have remained unchanged for several years. Given the required investigative hours for each offense, this additional detective is sorely needed to help manage this ever increasing case load and to optimize public safety throughout the Township. 

It is important to note that even with these new levy adjustments, the Township’s total tax burden still ranks among the lowest of our regional neighbors, even though it funds a full-service police department and a 24/7 career fire staff.

Major 2025 capital initiatives include:

  •  Road Pavement Projects A-C ($3.7 million)
  • Three new police patrol vehicles ($250,000)
  • Taylor Park Phase 1 Improvements – 50% funded ($350,000) by DCNR Grant
  • New Township Fuel Station – 95% funded ($700,000) by LSA Grant
  • Route 29/Doe Run Traffic Signal Upgrades -- 85% funded ($400,000) by State Grant
  • 2nd Avenue Force Main Gravity Sewer Line ($3 million)
  • Sanitary Interceptor Lining ($2 million)
