E-bikes have become a hot topic throughout the United States, and Upper Providence Township is no different. On October 20, the Board of Supervisors adopted a Township ordinance spelling out definitions of e-bikes and other recreational motorized vehicles and their use in the Township.
E-bikes come in a variety of sizes, styles, and most importantly, power capabilities. In Pennsylvania, an e-bike is a pedalcycle (standard-style bicycle with pedals), less than 100 lbs, with a motor capable of producing less than 750 watts and cannot exceed 20 miles per hour when powered by the motor. Finally, the operator must be 16 years or older. E-bikes with those characteristics can be operated in the same manner and locations as a pedalcycle (standard bicycle). IF your e-bike does not have pedals, and/or exceeds 20 miles per hour when operated by the motor, and/or weighs over 100 lbs, and/or has more than 750 watts of power, and you are riding in the Township, then you are operating a recreational motorized vehicle. For the purposes of Upper Providence Township, if you have a recreational motorized vehicle, you are in the same category as dirt bikes; one-wheels (self-balancing electric skateboard with a single tire); motorized scooters and skateboards; minibikes; all-terrain vehicles (“ATV”); go-carts; and snowmobiles.
Recreational motorized vehicles on Public Roadways:
- Recreational motorized vehicles must be titled and registered to operate on public roadways. Our officers may issue a traffic citation to a violator for traffic offenses if they observe a recreational motorized vehicle on the roadway.
Recreational motorized vehicles in Upper Providence Township parks:
- Anyone 16 years or older may operate a recreational motorized vehicle in Upper Providence Township Parks; however, they shall be operated safely and appropriately, and cannot carry more persons than the vehicle was designed to carry. Our officers may issue a non-traffic citation for violating an Upper Providence Township ordinance for this or any of the following provisions.
- All operators of recreational motorized vehicles under the age of 21 must wear a helmet.
- Recreational motorized vehicles cannot exceed 80 decibels.
- Recreational motorized vehicles must remain on asphalt or concrete surfaces in all Township parks – they are prohibited from being operated on grass, fields, open space, courts, playgrounds, or picnic areas.
- Recreational motorized vehicles have a maximum speed limit of 15 miles per hour. Recreational motorized vehicles must yield the right-of-way to pedestrians and non-motorized devices in parks. Slow down and stop when approaching pedestrians or other devices. Provide an audible signal before passing others, and always maintain safe distances.
- Recreational motorized vehicles may not be operated from dusk until dawn in any Township park.
Parents and guardians, please note this change in our Township ordinance. We recognize that e-bikes (recreational motorized vehicles) have become very popular and common in our area; however, the safety of your children and our community members is paramount. Our officers are authorized to enforce the provisions of this ordinance, effective October 20, 2025. Please adhere to these rules and be safe!
