[ARCHIVED] Emergency Medical Services (EMS) Funding Changes

The Upper Providence Township Supervisors enacted a property tax for Emergency Medical Services (EMS), specifically as a financial contribution to the Contracted EMS Provider.

The three Contracted EMS Providers are Friendship Ambulance, Lower Providence Ambulance, and Freedom Valley Medical Rescue. This property tax covers all EMS Services regardless of the responding provider. 

The residents of the township will not be required to contribute to the Contracted EMS Provider for membership which offset costs not covered by medical insurance. The township contribution will replace the resident membership.

The benefits, limitations, and restrictions are listed as follows:

  • 100 percent of households in the township are covered minus any medical deductible the medical insurance policy may have and must be met.
  • Township residents are covered regardless of the dispatched 911 location, but the location must be in Upper Providence Township.
  • Two lift assist services per calendar year are covered.
  • Businesses, companies, or other non-residential locations are not covered.
  • EMS calls where treatment was rendered with no-transport are not covered.
  • EMS transports that are denied or determined to be unnecessary by the insurance company are not covered.

The resident must provide all insurance information to the Contracted EMS Provider and by virtue of this resolution agree the payment of the authorized Medicare benefits or other insurance benefits be made on their behalf. They also authorize any holder of medical information or documentation about the patient that can be released to the Health Care Administration and its carrier and agents as needed to determine benefits payable for the Contracted EMS Provider.

The resident is required to exhaust all appeals on a claim that are rejected or denied by their insurance provider.

Failure to forward all payments to the Contracted EMS Provider paid directly to the resident by their medical insurance provider because of EMS service shall void the township benefits of this resolution until all payments have been made in full to the Contracted EMS Provider. 

Residents should contact the responding/transporting EMS agencies billing department for questions and determination of benefits.
